Those are the opening lines of The Weather, a poem by John Newlove. He was known as the Poet of the Prairies and he was inspired by the province where he was born.
Saskatchewan's Newlove died in 2003, but a new collection of his letters, edited by Guelph author Jeff Weingarten, has been released to shine a light on who he was.
